About the competition
China Overseas Talent Innovation and Entrepreneurship Competition is a brand activity held by China Association for Science and Technology to implement the talent work deployment of the CPC Central Committee, serve overseas scientific and technological talents, serve the high-quality development of economy, and serve the construction of talent center and innovation highland. Since its inception in 2016, the competition has been successfully held for eight sessions, attracting more than 5,400 innovation and entrepreneurship projects at home and abroad. More than 200 international organizations, investment institutions, industrial parks, central enterprises and science and technology intermediary agencies participated in the competition. The competition focuses on Chengdu, Changchun, Hefei, Ningbo, Hangzhou, Harbin, Qingdao, Wuhan and other cities, radiating to the whole country, and landing more than 100 innovative projects. The competition effectively gathers the wisdom of global science and technology talents, effectively promotes the integrated development of science and technology and economy, and becomes an important platform for overseas science and technology talents and teams to come to China (return home) for innovation and entrepreneurship.
2024 China overseas talent innovation entrepreneurship competition as one of the 26th session of China Association for Science and Technology annual series of activities, hosted by the China Association for Science and Technology and the Guangxi zhuang autonomous region government, competition aims to promote the implementation of a more active, more open, more effective talent policy, strengthen talent international exchanges, support overseas talent sharing China development opportunities, full participation in modern industrial system construction, speed up the development of new quality productivity. There are 5 circuits for life and health, digital economy, green low carbon, advanced manufacturing, future industry and cultural creativity; 13 overseas divisions and 1 domestic division, among which the eighth division organized by China Science and Technology Exchange Association will be held in Budapest, Hungary, mainly for collecting scientific and selecting innovation talents from Central and Eastern European countries.

Ⅲ.Competition arrangement
1.Track Settings
The competition is divided into 5 tracks, specifically as follows:
⑴Life and health (modern biomedicine, high-end medical equipment, smart medical care, life science, biological engineering, food safety, agricultural products processing, health and elderly care, etc.);
⑵Digital economy (big data, block chain, Internet of Things, virtual reality, digital agriculture, digital infrastructure, digital industrialization, digital public services, etc.);
⑶Green and low-carbon (green and environmental protection, carbon neutral, new energy industry, energy storage technology, resource recycling, etc.);
⑷Advanced manufacturing (new materials industry, high-end equipment manufacturing, agricultural technology, intelligent special equipment, intelligent manufacturing system solutions, photoelectric display manufacturing, aerospace equipment, electric power equipment, intelligent terminal, etc.);
⑸ Future industry and cultural creativity (next-generation mobile communication, artificial intelligence, meta-universe, Big Data, Big Model, Block chain, Quantum Information, Internet of Things, Virtual Reality, Human-computer interaction, Digital twin, brain-computer interaction, digital creativity, tourism and cultural creativity, etc.).

Time: mid-June, 2024
Location: Budapest (online + offline)
Phase 3: Finals and Award Activities
Time: mid-July, 2024
Location: Nanning, Guangxi (combined with the 26th Annual Meeting of China Association for Science and Technology)
Phase 4: Overseas Entrepreneurial Talents In China
Time: July-August, 2024
Location: Select domestic industrial innovation hot cities, and hold a number of overseas entrepreneurial talents in China.
Ⅳ.Contest participation
1.Entry requirements
⑴The competition can be either individual or team. All participants shall abide by the laws of the People's Republic of China and the country where they are located, and have no major trust-breaking record or criminal record. Each participant can only apply for one event.
⑵The individual or team leader should obtain a master's degree or above outside the country (border) and have more than 2 years of study experience outside the country (border), or more than 1 year of working experience outside the country (border); more than half of the team members have more than 1 year of study or working experience outside the country (border).
⑶The participating projects shall comply with the relevant provisions of current Chinese laws and regulations, industrial policies or planning, have independent intellectual property rights related to products and technologies (without disputes) or key technologies, and have certain innovation and commercialization potential.
⑷The entries shall not involve state secrets, and shall sign a letter of commitment without involving state secrets.
⑸ The participant or the team must have independent intellectual property rights for the invention-creation, patented technology and resources involved in the participating project, and submit a declaration of having independent intellectual property rights or a complete written authorization of the owner of the intellectual property rights with legal effect.
⑹ Participants can choose the race area and race track according to their own conditions, but the same event can only choose one race track in one race area to register for the race.
⑺The same participants can only declare a project, the same project can only be recommended by a channel, as a participant to declare multiple projects, the same project at the same time is recommended by multiple channels, must be found within 3 days to confirm the only entries or entry channels, otherwise the competition organizing committee shall have the right to suspend the competition process, cancel the awards and prizes.
⑻If copying, stealing, providing false materials or violating relevant laws and regulations shall immediately lose the relevant rights and be responsible for all legal responsibilities.
⑼In principle, the projects that have participated in the previous China Overseas Talent Innovation and Entrepreneurship Competition cannot be repeated. If there is further innovation or major technological breakthrough, it will be decided by the competition organizer according to the situation.
⑽If the participant does not meet the registration requirements, the competition organizer shall have the right to suspend the process of the competition, cancel the qualification of the award and receive the award.

Ⅵ.Measures taken by the association to support projects
1. Overseas promotion meeting
Overseas promotion meetings of entrepreneurship competitions will be held in hot cities in Central and Eastern Europe to connect domestic and overseas competitions through "cloud docking". Let overseas talents have a deeper understanding of China's industry and competition policies, encourage them to actively register for the competition, and lay a solid foundation for the implementation of future projects.
2. Project training
Organize online training, and invite domestic investment and financing institutions, industry experts, legal advisers and other evaluation experts to conduct centralized online training for the shortlisted projects. And provide personalized guidance for the shortlisted projects, simulate the road show process and put forward improvement suggestions, so as to increase the chance of success.
3. Policy recommendation meeting
Organize online "Policy Recommendation Meeting" activities to provide policy sorting and guidance for the projects shortlisted in the finals, so that entrepreneurs can better understand the policy and improve their competitive advantages.
4. Project visit
In-depth research on the participating projects, understand the operation needs of the project, accurately understand the entrepreneurial demands of the project team, and provide reasonable landing suggestions, to provide strong support for the smooth development of the project.
5. Project docking
A series of discussions and exchange activities on "Overseas Entrepreneurial Talents Travel to China", visiting industrial parks and related enterprises in domestic industrial innovation hot cities, to provide comprehensive and high-quality docking services for entrepreneurial talents and promote in-depth cooperation.
